Any one know about a rumor going around that a newly constructed car built of repo body and chassi on the national rego scheme will have to meet the ADR's of the year it is registed in.Seeya Plonky

Welcome plonky.
National rego is still a long way off, but the ASRF have had a representative in this process and I'll be catching up with him at the NCC meeting on the 24th.
Up until 2002 you could build a fiberglass bodied car on new or custom chassis and put what ever motor you wanted in it.
This year has seen the introduction of some new Australian Design Regulations and in the above situation you can now only fit a motor that is less than 3 years old. (From the date you started your project, first engineers inspection) There's some other stuff as well but I can't remember what it is right now.
So it's not the year it will be registered, rather it refers to the year construction was commenced.
